Proposal: The cap for peacetime, or when you are having wars with NPCs, should be 120,000. The cap for having wars with player nations and when under attack by a player nation should be higher.

You do realize the people carrying the goods are disguised right? For the express purpose of avoiding your harsh taxes, or you seizing the fortune. They look like regular visitors/merchants, as seen in my past posts.

I put this all in my previous posts fyi. Please read. Also you never mentioned an enterance fee for trading, so you cannot suddenly instate one.

As stated in the IC, Denmark and the Dutch Republic are negotiating peace with Sweden. Here are the terms:

Sweden will have to give 9 regions to Denmark and the Dutch Republic (the color is specified, with a light color of the nation's color, and a red dot); notice the a region (Gotland County) will be divided in half between Denmark and the Dutch Republic. Sweden will have to recognize the 3 regions capture by Denmark (marked with a green dot), to be property of Denmark; in addition to this, Sweden will have to renounce to any demands on land made originally against Denmark (and recognize these regions as Denmark's). Sweden will have to sign a Treaty of Non-Aggression (for at least 1 year of RP time [that means for at least 3 forum pages]) with Denmark and the Dutch Republic. Finally, Sweden will have to pay an indemnity of 10 million Danish Krones to Denmark, and 10 million Danish Krones to the Dutch Republic.

They would be along trading routes, looking for giant caravans of wagons and horses, not in the middle of the desert looking for a group of nine middle class visitors. Even if they did, these are nine of the most skilled warriors in Algeria, they would dispatch the bandits with ease. So the chance of a large group of bandits in the middle of a desert that rarely has any trade caravans, then actually finding nine middle class people worth attacking in the first place, is near two percent.
