You can have 400 k it would strain your econ and you can only send 120 k campaigning but you can have that many.

No, the cap is 120k. I can't have any more than 120k when really, I have the capacity to get 400k, possibly more if under direct attack.

When you say field them all, do you mean for external campaigning or defense? By all rights, the OP allowed me to use 1,000,000 soldiers in total war if my empire is ever attacked (homeland, not colonies). A before you complain, that's less than the historic number as well as less than 1% of my 125 million people, it would not strain me in the slightest. We are all capped at 125,000 in peace time, however, if war breaks out, I think I'm able to field 200,000 soldiers outside the homeland.

I believe you are allowed to recruit more troops, but they must be in reserve during peace times (except for the special exemptions). I think that's what is in place right now; but I am not sure
