I haven't gotten anywhere near far enough to understand the vassal system. Basically at this moment Alexander hates Montezuma. So at first I got Alexanders help when Monty declared war on me. He then pussied out because Rome is on the other side and so we sandwiched him. Then Alexander declared war again and asked me for help.

Yeah. If you've thoroughly explored the coast, make sure you place the city in the most strategic place possible, taking into consideration that your borders will expand, and you don't have to go for that you can reach right away. Also, work boats are your best friends.

Also, Montezuma is consistently one of the biggest pussies in my games.
