I don't want it THAT badly, now. I prefer a high upper limit of magical proficiency so I have some room to wiggle around in. Doesn't mean I'll obliterate everyone every chance I get.

But the 9 makes sense given the amount of magic he has to infuse into that pile of mercury.

Lvl. 8+1 Mercury Manipulation: Jacob's ability to manipulate mercury is quite versatile (hence justifying the full 8+1 points), as it allows him to either set up an incredibly resilient defence or a powerful offence. Using the mercury - which he stores by 'shaping' it like everyday objects, rudimentary armour plating beneath his clothing as well as ammunition for his gun - he can erect a silver barrier that allow him to cover a 110 degree area and block most attacks by absorbing the impulse of the strike or the object being thrown at him. Should someone try to hit Jacob and strike the barrier instead, Jacob can control the mercury to trap the man's hand and gradually encase him in mercury, although this would obviously remove the barrier. In terms of offence, the mercury can form tentacle-like arms and use these to deal out punches, or alternative shape itself as a whip or spear, capable of slashing or stabbing foes with possible lethal force. With his magic flowing throughout the mercury, Jacob has a limited source of magical perception through the liquid metal.

Lvl. 6 Electromagnetic infusion: An extension of his hydrargyrum manipulation, Jacob can send electrons throughout the mercury to either send a charge of electricity through it or magnetise regions of the mercury. It works only on the mercury, but it also allows him to (for example) create some sort of coilgun made up entirely out of mercury.

Weaknesses:
Jacob is kind of inept without his mercury, which can be eliminated by tossing a huge amount of certain metals at it that cause it to form a solid amalgam with the metal. Silver and copper is a good example. Usually Jacob can prevent this reaction by channelling his magic throughout the mercury, but when the amount of metal added is high enough - and Jacob cannot prepare for it by infusing more magic into the mercury to compensate - it will render his mercury temporarily useless as a solid mass.

Personality:
Though he usually behaves like a reasonable gent, this glorified chemisty teacher can - like most of his kind - be a sadistic (and persuasive) bastard with no regard for other people's well-being. He hands out his charity and smiles as often as his grades: sporadically. In general no a fun man to be around, unless you like sadistic bastards.

History:
Being a genius on the Nightkill scale, Jacob shows he clearly earned that title by getting a doctorate in chemistry, for reasons beyond the knowledge of perhaps even himself. He wrote his doctorate thesis on something involving mercury which ended up in him 'accidentally' and 'totally not because of a catastrophic prank that deprived him of his sense of humour' gaining the power to control mercury by, in his own words: "channelling the essence of my being into the mercury"

For some reason he still got his Ph.D

After that he became somewhat of a celebrity in the world of chemistry, which isn't really as exciting as that might sound, and contributed to science here and there until an owl delivered an invitation from Elfen High - actually it was a man wearing an owl costume because Elfen High had to make some budget cuts.

Oh, and he was born in Scotland, if that's relevant, though he did grow up in England for the majority of his childhood. Was always a clever lad, he. Bit of dick, too.

He carries around a pocket watch with him for some reason, even though that shit is totally outdated.
