The Northport Chronicles: Noble Cause (IC; STILL OPEN)

Postby Cylarn » Sat Mar 30, 2013 8:31 am

(OOC: viewtopic.php?f=31&t=232470)

1230
Day 0
May 7th., 2013
Northport City Government Building
Northport, California

The large, spacious meeting area that housed the debate floor for the Northport City Council was silent this day, save for one voice. Standing at the large podium before the rest of the city council was Councilman Dan Decatur. A former US Army Lieutenant Colonel who served in the Vietnam War, the old lawyer was now a city councilman, having once served as a federal prosecutor. He glared at the rest of the council, banging his hands on the table as he roared at the council. The issue at hand was the condition of the safety standards at the harbor, which had been voted down repeatedly in the past by several corrupt councilmen who had been on the council long before Decatur. This gave Decatur the opportunity to point out their corruption and challenge their authority.

"I WILL NOT STAND FOR CONTINUED CORRUPTION IN THIS COUNCIL!" his finger was pointed at Councilman John Skinner, a councilman known to be a pawn of the Feldman Shipping Company, a company owned by billionaire Dennis Feldman, a suspected member of the American Syndicate. "YOU, COUNCILMAN SKINNER, HAVE CONTINUED TO VOTE DOWN LEGISLATION TO UP THE SAFETY STANDARDS AT THE HARBOR, WHICH, IF I MAY ADD, HAS CONTRIBUTED TO THE DEATHS OF 20 WORKERS IN THE PAST 3 MONTHS! 20 DEATHS, IN THE PAST 3 MONTHS! ALL OF THESE DEATHS CAN BE ATTRIBUTED TO THE FAILURE OF THIS COUNCIL TO ACT ON THE ISSUE! I BELIEVE THAT WE CAN SAFELY PUT THE BLAME ON NOT ONLY COUNCILMAN SKINNER, BUT ALSO COUNCILMAN RADFORD AND COUNCILMAN DALTON! FROM WHAT I'VE GATHERED, YOU THREE HAVE BEEN REAL GOOD FRIENDS OF MR. FELDMAN, AND IF THIS BILL GETS PASSED, MR. FELDMAN'S GONNA HAVE TO PAY MORE MONEY TO MAKE THE ENVIRONMENT OF HIS WORKERS SAFER, BUT WHAT'S 20 LIVES TO HIM, GENTLEMEN? WHAT IS 20 LIVES WEIGHED WITH A COUPLE HUNDRED THOUSAND? TELL ME THAT, COUNCILMEN!"

After the rant, the entire council was silent for a straight minute. The Mayor, unable to see a compromise, decided to adjourn the council session for the day. After packing up, Councilman Decatur exited the building, beginning his walk down the long granite steps of the council building. A silver 2010 Toyota Camry drove up, and the windows facing the councilman rolled down to reveal two masked men holding AK-47s. What would happen next seemed to slow time down considerably, as not even the officers standing outside could act fast enough to save the councilman. A barrage of automatic gunfire tore into the councilman before he could even react. Jut as quickly as the councilman had been shot, the car quickly sped away as the officers outside fired on the vehicle with thei Glock 19s.

The officers held their fire, and one knelt down beside the councilman. As he reached out to check the councilman's heart, he looked at the wound and saw that the councilman's heart and sternum had been destroyed by the barrage of gunfire. He slowly stood up, and reported the incident on his radio.

Today was not Jed's day. First, his trusted ally in this damned city was murdered in broad daylight, and then the MCU decides to call him over. Hastily throwing on a grey dress shirt, a black belt, a pair of black pants, black shoes, and his brown leather shoulder holster, he made the effort to come over to the Department HQ for a briefing. His badge was clipped to his belt, as were the belts of the other detectives. The sweltering heat wave forced the former Green Beret to roll up his sleeves as he waited for the other detectives to show up. The Captain in charge of MCU stood front and center in the room, watching the detectives as they gathered inside. Once everyone was ready, he began to speak to his men and women.

"As you may know, Councilman Daniel Decatur was shot dead 15 minutes ago at the City Gov Building," the Captain said. "Detective Lynch, you'll be heading there along with Detectives Arrington and O'Brian. Detective Tsien is on loan to us from the San Fran PD, and he shall accompany you all to the crime scene. Conduct an investigation of the crime scene, and as far as we know, the councilman's body hasn't been moved. We've got some uniforms on site, providing a security detail, and the coroner has been notified."

With that, Jed made his way out to his black Ford Crown Vic waiting on Detective Tsien to show up. Jed wasn't thrilled about having to share his car with Tsien, but those were his orders.

District Attorney Lionel Carruthers was a close friend of Councilman Decatur. Both men had attended Stanford together, served in Vietnam together, and had worked alongside each other as Federal Prosecutors. He sat at his desk in his office on the 5th. floor of the 5-story Courthouse, and paged ADA Sherwood to show up. She needed to be dispatched to the crime scene immediately, as DA Carruthers wanted her attached to the MCU Investigation Team. When she showed up, Carruthers got right down to business.

"Alright Michelle, I know you and Dan were close, and we both want to bring Dan's killer justice," he began. "Captain McLaughlin of MCU just sent a few detectives down to the Gov Building to investigate the crime scene. Apparently, they're being led by a Detective Lynch, of whom I haven't heard many good things about. I need you to get down there and make sure that they do their jobs. I know Dan and Detective Lynch worked together, but after looking at Lynch's record, I must say that Lynch isn't exactly a good cop. Any questions?"

You know that case where you earn a name? The case that tests your abilities to your core? The case that tests your strength? The case that shows you how far you can go? The case that can get you killed? This is that case, this is my moment, I can't let the station down... No, I can't let the city... The people down. If my time comes, I won't whine, cry, beg, or give up. I've lived a good life, and that's a lot to say. But I will d everything I can to make sure justice is fulfilled, that Councilman Decatur is avenged. I swear that these criminals will walk out of the courthouse untouched, these murders have been going on long enough, and I'm ready to stop them.

Brandon put his journal away, along with his pen. He sat in his black 2006 Chevrolet Impala, he was waiting to get the show in the road. Writing in his notebook gave him something to do, and it helped him keep his thoughts in mind, the one he had been writing in was his 'pass the time' notebook. It helped him pass time, keep his thoughts in mind, and record past events. He had another notebook where he would record his thoughts about a crime and make notes about what he found out. Brandon kept his eyes peeled on Lynch's car, waiting to see if it moved. He was eager to find out what was left at the crime scene.

Michelle sat quietly in the chair, she had been reassigned to MCU to help with investigation of Decatur's death. She looked up at Lionel. "Jed Lynch ? He's leading the investigation ? I'll be frank with you Lionel ; I don't trust that man. What sort of cop has a rap sheet ? I don't know what Daniel saw in him, but Jed was friend anyway. I don't like it, not one bit, but I'll put personal feelings aside at the moment. I won't let the bastard who did this get away." Michelle said as she got up and headed for the door.

Michelle got into her BMW 6 series convertible and headed to the crime scene. She replayed the other day in her head. Michelle and Daniel had just had lunch the other day, discussing work, life and everything in between. She looked up to him and now he was gone. As for Jed Lynch, Michelle could't believe he still had a badge. Most of his lesser action were kept secret, but the shit he pulled could never get past the DA's office. She had never met Jed before, nor did she have the desire to, but it seemed like a cursed fate had brought them together.

She pulled up to the the City Government Building But couldn't walk up it's steps. All the top brass were around, reporters were kept at bay, the works. Michelle didn't want to see Daniel lying on the floor, so instead she waited out by her car, she spotted Jed Lynch and a few other detectives. "This is going to be fucking great." Michelle muttered as she checked her Blackberry.

Another day, another Mob murder. Except it was a council member this time, one of the only members who was fighting against the burdening corruption in Northport. Gunned down in broad daylight and that usually meant one thing, they were trying to send a simple message. They weren't to be fucked with.

Debra listened into the captain's short briefing. She smirked ever so slightly as she was put on the case, glad and hopeful that she was going to apprehend the bastards who did this. Debra headed outside to her fourth generation Ford Grand Marquis, the heat from the midday Californian sun was beating down on Northport, Debra dress appropriately expecting the heat wave, wearing a set of aviator sunglasses, a short sleeved white check shirt, gray dress trousers and shoe flats. Debra climbed into her car, starting up her engine before putting her car in gear before beginning to make her way to the crime scene.

Once Tsien was in the car, Jed climbed in and started up the vehicle. It was a short, 5-minute drive to the government building, and as they pulled in, Jed watched the large crowd that had gathered, being kept back by two officers in the standard short-sleeve black uniform of the NMPD. After pulling past the police checkpoint, he climbed out of the vehicle, putting on a pair of black sports shades as he approached an officer.

"They could've at least put a damn sheet over him," Jed said before approaching the officer.

"Hey, you," he said to the officer. "What can you give me?"

The officer motioned to the crowd first, and then to a smaller group near a police cruiser.

"The crowd got here around minutes after the shooting," he said. "The group over there saw the whole thing. What we've gathered so far is that a car drove up and gunned down the councilman. Two officers fired on the vehicle, but it managed to get away."

"Weapons used, make and model, and licence plate?" Jed asked.

"One of the officers was an Iraq vet, and he said that they sounded like AKs," the officer said. "It was a 2010 Toyota Camry; licence plate number STI-0987. Probably has 6 or 7 bullet holes in it."

After writing down the information, Jed walked over to the other detectives.

"O'Brian and Arrin'ton, I want y'all to go interview the witnesses," he said. "If you can find out anythin' 'bout Decatur's speech, write it down. Tsien, we're gonna look over the body. Get it done."

With that, Lynch and Tsien walked over to the corpse, putting on latex gloves as they began to examine the bdy of the once-great councilman. 9 rounds in his chest and 10 more in the steps were the instruments that brought down one of the city's greatest politicians. 4 rounds had penetrated his sternum and tore his heart to shreds.

"This is a guy who had fought the Cong back in 'Nam and corruption at home, only to get gunned down by some hoods," Jed said as he looked through the pockets of the councilman, finding a black book in his jacket pocket. He put the small book in a black evidence bag and soon left to head inside the building, looking for the ledger detailing the events of the day's council session. As Michelle watched the detectives, an older woman approached her, wiping the tears from her eyes. She was wearing formal attire, and two teenagers followed behind, crying as well. Michelle would recognize the woman as Dan Decatur's wife.

"Michelle, tell me this is a dream!" she demanded. "Tell me he isn't gone!"

Michelle embraced Gwen. "It's alright Gwen, we'll figure this out. We'll find the bastards who did this to Dan." Michelle said holding back her tears. She called over an officer to take Gwen and her sons away. "Listen, Gwen I know you want to be here, but you and boys shouldn't see him like this. Please, the best thing for you to do is to go home and be with the boys. If anything comes up, I'll call you ok. I'm so sorry." Michelle said as she took Gwens hands into hers.

Michelle was very fond of Gwen, she was a humble woman, a devoted wife and a great mother. She couldn't imagine what Gwen must be going through. Michelle called over another officer. "Listen, we need to give the Ducaters a protective detail. They need to be escorted home and I want officers stationed there as well, got it ?" Michelle demanded. "Yes ma'am"

A black Mercedes S class pulled up, with patrol cars in front and behind it to escort Gwen and her sons home. "Gwen...we'll get them ok. You have my word." Michelle stated. She didn't make promises she couldn't keep.

Brandon looked around the place for some councilmen and women. He found Decatur's wife crying heavily next to Michelle Sheerwood, a famous attorney. He was going to ask her a few questions but knew it wouldn't be a good move at the moment. So Brandon looked around for some councilmen, it didn't take much effort finding one of them, the one he found seemed enraged about Decatur's death, he would probably be good to question. Brandon pulled out his notebook and pen and walked over to him.

"Excuse me sir. Do you mind if I ask you a few questions?" Brandon asked politely.

The councilman he found was none other than Councilman John Skinner, a middle-aged Republican councilman who made his name as the Chief Financial Officer of the Feldman Shipping Company. He wasn't outraged about Decatur's murder, but he was still rather angry with Decatur's speech, which has effectively tarnished his good name.

"About the murder? Go ahead," Skinner said.

"What exactly was the councilman's speech about? Could it have effected anyone do you think? Do you think that it made negative statements towards certain groups of people?" Brandon asked.

He didn't want to bombard him with too many questions, just give him two at a time. It would be confusing to answer so many questions at once, do Brandon would have to keep them short and simple while looking for any hints that he may be lying. This man may be responsible for the killing, but he couldn't be sure about it.

Northport City Government Building

Debra looked at the councilman's dead body as she arrived, he had been torn to shreds by the automatic gunfire, she stared at his corpse before it was quickly covered by the uniformed officers after Jed gave out the order, Debra took a couple of seconds thinking intuitively before she got given her orders from Jed. She was given the job of canvassing the witnesses. Debra quickly scanned the area for anyone who would have been covering the event rather than asking the other councilmen and loved ones just yet as they would have to release some of them soon and rather than miss the golden opportunity, Debra hoped that some of them were still sticking around.

"That damned Decatur ruined my good fucking name!" Skinner declared. "I don't care if he got shot; that may be bad, but he didn't have to ruin my name today! You ask if he pissed off people with that speech? You're damn right he did! He didn't maim Dalton and Radford too bad, but he called us all out!"

Debra would soon spot one of the uniforms talking to a film crew. The crew in question was from Channel 5 News, the biggest news channel in Northport and an affiliate of NBC News. They had been filming the council session today, and they had been notified by Decatur himself to show up for this particular session. The reporter who he notified was Audrey Stanton, an ambitious young reporter who was searching for her big break.

Brandon wrote a few things down in his notebook:

Councilman Decatur, (dead.) supposedly made Councilmen Skinner, Dalton, and Radford. Have they always been angry at him? Why was he mad at them? Could these three councilmen be possible suspects? What are their backgrounds?

He put his notebook down and looked back up at Skinner. He looked at his angry face before continuing. "So what did he exactly say to ruin you your name? Describe what he said as best s you can, and use as many words as you can from his speech," Brandon said scratching his eyebrows.

Michelle located Jed who was near the steps. "Jed Lynch. I'm Assistant District Attorney Michelle Sherwood. I've been assigned to MCU, my office and I are at your disposal. We'll be working together during the duration of this investigation. Can you get me up to speed on what has been gathered so far ? The DA wants a report as soon as possible."

Debra spotted the uniform talking to the film crew and reporters, she hated reporters alot but right now they might have some solid lead on this case, an opportunity that Debra wasn't going to pass up, she quickly made her over towards the crew before stopping in front of them, with her questions planned out in her head. "I'm Detective Debra O'brian with the Major crime unit." she said quickly in an authoritative tone before flashing her badge which was on her belt. "Were you filming the council meeting before the murder occurred? If so do you mind if I ask you a couple of questions." she asked, staring at the crew before removing a notepad and pen from her back trouser pocket, ready to take notes.

Nathaniel Stephens had gotten an alert on his blackberry, minutes after the shooting had occurred. In so many words it told him: A councilman was dead, and his employers wanted him to deal in damage control for a friend of theirs-- he knew better than to press for any further than that. Asking questions in this town usually didn't led itself to restful nights, or peaceful days. So he mused as his driver whipped through the city, towards the government building. Time was of the essence in situations like these, because most of the time, his client's were their own worst enemies. You didn't need to go to Harvard law to know your constitutional rights, yet he couldn't count how many cases went by where the defendant had damned himself by trying to be too helpful and not waiting for their rightful legal representation.

The second his feet touched the pavement he went running into the building. Just as expected, the police were already on the scene questioning witnesses. And there, in the distance, he saw his client talking to a police officer. Despite being too far away to actually hear the conversation, the anger he read on councilman Skinner's face was enough to understand what he was saying. He slowed down to a brisk pace-- despite the gravity of the situation running and screaming at his client usually didn't dissuade special interest. Instead, he calmly walked up to the two men and put his hand on Skinner's shoulder.

"Detective." He said to Brandon. "... My name is Mr. Stephens, I am councilman Skinner's legal representative..." He nodded to Skinner and gave him a firm look, a silent gesture that said: 'Don't damn yourself anymore than you already have !'. "...And councilman, sir, though I'm sure you simply wish to help the police in their investigation, might I remind you that you are under absolutely no legal obligation to answer any questions."

Before Skinner could answer the question, his "lawyer", Mr. Stephens, had shown up. He was finally free from any further questions from the police. He caught on quick to the look that Stephens gave him.

"I have nothing more to add, Detective," Skinner said.

Galdius wrote:Debra spotted the uniform talking to the film crew and reporters, she hated reporters alot but right now they might have some solid lead on this case, an opportunity that Debra wasn't going to pass up, she quickly made her over towards the crew before stopping in front of them, with her questions planned out in her head. "Yes Detective," Audrey said before handing over the tape to the detective. "First, take this. We were actually able to get the later half of the shooting on film. And what questions do you have for me?"

Whittington wrote:Michelle located Jed who was near the steps. "Jed Lynch. I'm Assistant District Attorney Michelle Sherwood. I've been assigned to MCU, my office and I are at your disposal. As Jed made his way out of the council building, he was accosted by the ADA, Michelle Sherwood. She was blathering on about how she was going to be working with MCU during the investigation, and she also mentioned that the DA wanted a report. Whenever he would be meeting with Dan, he would always bring up Sherwood's name. She was his little protege; another white knight in this "City of the Damned". And the death of Decatur just goes to show how the city deals with crusading white knights.

"Did the DA all-of-a-sudden become the Captain for MCU?" Jed asked in an annoyed tone. "Is he my boss now? Tell your boss that he can find out from the Captain. I don't care if he and Decatur were Army buddies back in 'Nam; that don't make him entitled to shit. He finds out when the Captain finds out, but let me bring "you" up to speed here. As you are well aware, Decatur got gunned down. So far, I've gathered intel on the type of attack, as well as the information on the vehicle used. Sure, we've got the LP number on the car, but we'll still need a motive."

We'll be working together during the duration of this investigation. Can you get me up to speed on what has been gathered so far ? The DA wants a report as soon as possible."

Michelle knew all about Jed and his run in's with vice. She didn't know why Dan took a liking to him, but she had to work with him now. He was Dan's friend as well, so he must be feeling exactly what Michelle and so many others are.

Michelle was taken aback by Jed's tone. Rather than insult him, she decided to take the high road. " Once your men find the owners of that vehicle, I'll get a search warrant to search it and their home. I put a protective detail on the Decater's. They'll be moved to a undisclosed location momentarily. If you or your team need to question them, let me know and I'll arrange something. As for suspects and motive, the possibilities endless. Dan had just as many enemies as he had friends....I understand you were well acquainted with Dan. He spoke about you from time to time. I'm sure you're the best fit to take lead on this investigation."

Brandon continued to write things down in his notebook.

Interesting, his lawyer came here. But why? Because he got a call from him, Skinner and his friends have something to do with this, I just know it. Remember to keep an eye on Dalton, Skinner, and Radford, they may be of use later on.

"This isn't the last you'll see of me Skinner, be prepared to answer some questions," Brandon told Skinner before moving off.

I should probably share a few things with O'Brian, or Lynch. If there not busy, he thought before looking for Debra.

Brandon found Debra questioning some reporters, it probably wasn't the best time to interrupt her. So he went off to go find Radford and Dalton. He asked a few people where they were and tried finding them, he had a few questions for them.

Michelle got into Jed's face, she had enough " First off, you are in no position to tell me what I can and can't do. The Decater family will be in protective custody until I say otherwise. Also the Commissioner has my back on this, he requested my presence in your office.Second, I do not report to you, you report to me. We have no idea what we're dealing with and I'm not going to start by butting heads with a detective who frequents the red light district. I've read your file, and I know what sort of shit you've done. How you still have a badge, I don't know. But I do know that your actions produce reslults and despite your lesser morals, I trust your judgement. Don't you ever talk to me like some sort of wayward child again. I'm heading back to MCU and expect you to have a report on my desk by the end of the night." Michelle said before walking away. She got into her BMW and drove off, heading back to MCU.

" your name ." she demanded, giving off a hard glare that usually translated to don't fuck with me."and allow me to retort. Did you see any suspicious activity before the murder, especially during the council meeting, anyone acting aggressively or were anxious during the meeting." she asked, her tone a less friendly that it was before, she didn't have time to be dealing with egotistical reporters.

As Michelle scolded Jed, he simply listened on, grinning as she argued with him. He didn't need some dumbass white knight lawyer telling him what to do while she wasted valuable officers on pointless protection details, and he wasn't going to let the bitch order him around. Even though Jed was an awful person, he had more investigative skill than some bitch lawyer. Even when he was a Green Beret, he had to investigate Taliban cells in the mountains and hills of Afghanistan. When she left, he looked on before looking on at his detectives.

"Right, Audrey Stanton." she said nodding her head slightly before writing down her name and taking note of what she had previously said, hoping that she could squeeze some more information out of the her. "Ok, could you identify any of the people who 'brothered' by his speech, if you can't identify them by name, you can point them out if they see them." she said intuitively. "The speech is on tape right?" she asked quickly before taking a look over her shoulder.
