I want to know the point at which I kill enough of his professional military in skirmishing to make a general assault brutally effective.

Repairs, replace dead crew and sunken ships. By then I could organize a counterattack. And lets not forget that the Pisan army is pitiful next mine and your army is again nothing compared to mine. And I have better economies and I can turtle on the Isles as I can make salt and grow plenty of food.
