Also, MT, I can tell you one thing easily: that 5% limit is not from the RP. A professional force of a modestly economically strong nation will max put at about .4% of the populace, a economic superpower 1%. Beyond that you're either taking a hit to troop quality or your economy, with either decreasing rather sharply.
