German government: the Kaiser is an elected position, elected from and by the kings of Alsace-Lorraine, Rhineland, Saarland, Hesse, Hannover, Schwelsig-Holstein, Westphalia, Thuringia, Baden, Württemburg, Bavaria, Saxony, Anhalt-Brunswick, Mecklenburg, Brandenburg, Pomerania, Silesia, Prussia, and Posen, known as the Council of Nobles. The Kaiser has ultimate executive power and rules for life.
The National Assembly consists of the aforementioned Council of Nobles and the elected People's Congress, which has 10 representatives from each kingdom. However, the Council of Nobles cannot propose laws; only the People's Congress can. However a bill must pass the Council of Nobles and must be approved and signed by the Kaiser. In addition the leader of the dominant party in the People's Congress is declared Chancellor of the Realm, a largely ceremonial title; the Chancellor is really just a glorified Congressman. Congressmen are elected(and chancellors declared) every five years.

Recent German history:
During the Napoleonic Wars the Confederation of the Rhine successfully defeats Prussia and any other German resistance and thus becomes a unified Germany; however it is dissolved by the Congress of Vienna, and replaced with several smaller states(Rhineland, Saarland, Hesse, Hannover, Schwelsig-Holstein, Westphalia, Thuringia, Baden, Württemburg, Bavaria, Saxony, Anhalt-Brunswick, Mecklenburg, Brandenburg, Pomerania, Silesia, Prussia, Posen). These nations form a League of the Germanies. Austria is either not invited or refuses to join. The League remains a union until the mid-1820s when the Frankfurt Congress is called and a unified German Empire is declared. Then in a brief war Alsace-Lorraine was taken from France and made a member kingdom.

So i guess I am Russia that is still rising and getting more powerful. And can I create another nation if I make a good backstory?

In Part 2, mind if China sets up a few colonies in the Pacific (setting China's eyes on Vancouver Island, Hawaii, and parts of Micronesia, such as the Mariana Islands, and Marshall Islands)?
