Legally, no. Realistically? If The Empire isen't strong enough to stop you, then you can, though they'll likely kick you out. Of course, what is also means is you have to send tribute and men to the HRE, give up some of your sovereignty, hang out with quarreling German prince-lings, and fight in random wars with random states in HOPE of a scattering of barons coming in and assisting you.
