Sure.
Where must we go, we who wander this wasteland, in search for our better selves?
In Egypt's sandy silence, all alone,
Stands a gigantic Leg, which far off throws
The only shadow that the Desert knows:—
"I am great OZYMANDIAS," saith the stone,
"The King of Kings; this mighty City shows
"The wonders of my hand." The City's gone,
Nought but the Leg remaining to disclose
The site of this forgotten Babylon.

We wonder, and some Hunter may express
Wonder like ours, when thro' the wilderness
Where London stood, holding the Wolf in chace,
He meets some fragment huge, and stops to guess
What powerful but unrecorded race
Once dwelt in that annihilated place.

You could temporarily raise the garrison, at the cost of leaving provinces completely undefended, but you get another five hundred troops, at least for a while.

I thought it would help solve some disputes over being able to raise more troops(temporarily) than they should while not migrating. Usually only to defend though.

sounds cool to me, only problem is that I only have a single province and my army is already a call up army(I can call in any man in the country to fight in my banner in times of crises pretty much) so this would be sorta worthless for me.

ceasar was a dictator so probably would of turned it into a shadow empire basically. It would be a de jure Republic De Facto Monarchy. His death would not have made much difference.

If you are not at war, have no impending rebellions, have a strong enough administration (2+ for Tier 1-2, 3+ for 2-3, etc...) then you can.

Also, Kona, I'll need your help.

Thirdly, USSR, your troops aren't at all discouraged/inimidated knowing that there are eighteen thousand barbarians waiting to fight them, willing to attack them with tooth and claw, to the last man? Knowing that there would be a near endless horde of pelt-covered, Deer-head wearing barbarians prepared to die before retreating? It'll be a thermopylae all over again, except you don't have as much of an advantage as the Greeks did. This will be fun.

His death had a big impact on Rome if you think otherwise your seriously wrong, the Empire would not have started without his Death the First Roman Emperor was his step son who avenged his step fathers death etc. So a man's death was the birth of a Empire, Julius Caesar was a dictator yes but he would have not named himself King due to the hatred most Romans held of a Rex returning to power in Rome. Rome would have taken a totally different course then it did in history that much should be common sense it would not be a shadow of a Empire since that Empire would have never existed without Caesars death.
