Perhaps affable wasn't the right word. Realistic? Even Vader had human qualities and aspects and wasn't just for the lulz evil. The Colonel comes across much like just a pure evil character with no other qualities other than "For the Evulz". Not very effective.

Azazel also had those qualities, and he wasn't a good villain either. I think he got better somewhat near the end, especially with the final post where Death deals with him. But a pure evil character like him didn't work out either.

Yep. Even the most evil of douchebags need to be human and need to be in some way empathetic, even if you don't have an ounce of sympathy for them. That's also why Palpatine was more laughable than anything.
