Perhaps affable wasn't the right word. Realistic? Even Vader had human qualities and aspects and wasn't just for the lulz evil. The Colonel comes across much like just a pure evil character with no other qualities other than "For the Evulz". Not very effective.
Azazel also had those qualities, and he wasn't a good villain either. I think he got better somewhat near the end, especially with the final post where Death deals with him. But a pure evil character like him didn't work out either.
