Not in such a way that you and your opponent go sailing off the edge to the ground below in a move that would kill both of you, but if you have the Spear as a Running Grapple or Special you still can, and the Spear is one of the moves you can use to bust through the Cell walls.

What you CAN do is throw people off the top of the Cell. And by "throw" I mean "Last Ride Powerbomb". Announcer's Table optional.
