The thing is that, where exactly else is Richard going to go? You can't just shove a kid who doesn't know how to use magic but is capable of it into the midst of a bunch of other students. Bad things will probably happen - powers will probably spontaneously emerge and act in random ways, nobody knows how to deal with it, and, really, they'll be involved with the supernatural world - they'll need to learn about it.

Despite the various insanity it brings, Elfen High has some decent classes and actually is a relatively good place for somebody like Richard, I'm assuming. The reason that they're coming along is primarily because Ivy is absolutely terrified of Richard getting fucked up along the way (the school really wasn't a good place for her in any way at all), which is entirely reasonable and may or may not happen because I think it'll be interesting to write.
