No, but it's a leap of logic he does often. Girl Jojo hangs out with a lot + showed up at the same time = sister.

Phones and laptops would likely still be in use, but they'd be all future-y and advanced.

For example, with today's progress and lacking magic, I doubt we will use laptops as we know them today. In fact, a few friends of mine and I were discussing this: We will have cell phones that can be flexible and expand into the form of a laptop, which we can then use if we need a monitor.
This is our guess and we know it will be wrong. Why? Because humanity is undoubtedly going to go beyond that guess of mine. People are already working on these flexible phones and it will be a reality very soon.
And with the Google Glasses adding in, we'll probably not need laptops or phones, depending on how the release goes.
And then we factor in magic.
