and the map shows Rome at its height. the german tribes were too powerful for rome to ever fully defeat. same with the ones in central europe. the german tribes WERE powerful, they were just not as united as Rome.

You're saying that an empire of 50 million united, strong and with excellent military, administration, etc. couldn't defeat some warlike barbarians of around 5 million at most? They didn't care, why invade thickly forested cold Germany when you can go take over Nubia, a land of slaves and gold or Parthian territory, cultured and rich?

They don't have time for Nubia, but if this China war hadn't come, they would have pushed into Germany, Nubia and Scotland, eventually taking all of Germany, Nubia, all the British isles, bits of Parthia and then eventually east into Asia and south in Africa.
