FIRST We must flesh out the world. What major powers are there, what role do dragons play, and why are dragons significent?

Of course. I was thinking there would be two or three major empires, with several smaller, more subtle kingdoms. As far as why the dragons are important; I think the dragons should be more of a force of creativity and good, rather than destruction and rampage (for the most part, there will be several 'corrupted' or 'dark' dragons if you want)

Secretly or completely obvious,the whole existence of the dragons is shrouded in secrecy until some knuckle head decides to reveal it and create a war between the dragons and thier partners and the rest of civilization.

Ok, so do we want a plot that unravels as we go along, cause I hate planning out plots and characters, I'd rather just have a location and time and let the story build itself.
