Actually, being a department head means he has less reason to be there as he needs to be down by the engine in case he needs to help one of the others with something. If something happens that neither Dakkit nor Miyouko can handle, Pyotr needs to be down there to deal with it, himself. If he's uselessly hanging around the bridge, he'll only doom the ship if quick action is needed.

I don't think that design particularly matches our crew layout as Tiffy, Ayane, and Victoria likely all sit next to each other based on their similar jobs, and there is also no dedicated second in charge to sit with Kenna.

Also, that ship clearly has no wheel for Tiffy to drive with.
