I would suggest you expand into Asia. You could mimic the Kingdom of Pontus. Look up Mithridates the VI. Try to unify the Anatolian Peninsula.

Right. So 25% is definately not acceptable. In peacetime I think the max would be 2-5% of the total pop. It also depends on what kind of state you are.
