It all relative. If its good land for good land it would be a swap. If its good land for bad land you would have to have money in aswell. You dont want to go bankrupt by using only cash so id probs do the 2nd option

Since my former nation Norden is occupied already, can I just be a small state but with a big influence somewhere in the Europe?
