@Australia: You wouldn't have combat ready helicopters. The best the Americans, Germans, and Brits could achieve by war's end was very fragile scouts.

Important note:
Some of the units of my military were never formed and others were dissolved because of lack of manpower due to deep divisions created by Pavelić. I believe that, under the (admittedly unlikely) administration of a much more popular government, this division would be greatly lessened, causing the serious issues of desertion and lack of volunteers to be minimized. If anyone thinks it's too unrealistic, I can tone it down.

Without them thinking such a thing would be possible, it would be unlikely they even funded it at all. Just blowing up their expectations, as a very fragile scout isn't really what they are aiming for.
