At least he´s not officialy.
Also they are a "Crusader State", with an western european noble class, I dont think they´d agree to enter the empire.

Igor watched as the snei and snekkjas glided into the harbor. With utmost grace, and under their own power, these ships gently bumped into the beach. Upon first contact, Igor and the other rowers jumped out with pull lines and started hauling the snei up ooto the beach.

Meanwhile, Now at the end of the Sea of Marmara, the Kievan Convoy exited the sea. It consisted of 24 Galleys, 4 Cogs, 2 snei, 3 shekkja, and 5 Naves. They headed for Skyros.

This is a betrayal of the treaty you signed. However, the most Esteemed Holiness the Pope has asked us to return them, as not to cause division. We will be leaving the islands shortly, however, we expect that peace shall be declared. We hope that you are satisfied with the results, as Pisa is now placing a trade embargo on all Byzantine ports and allies.
