I hired 70 from player nations through agreements.
Rest of ships are ships belonging to pirates who have been promised amnesty, right to loot and salary. For one fleet, they got right to use one British port to resupply and rest for ten years.
As soon as war is over, the fleet size drops to less than 150 ships as pirates go their way and ships belonging to players go back to serving their crown.
Mhm. Pirates. Great idea. Just wait, eventually they'll find your ships vulnerable, turn on you, and then disappear. Ships from other nations...what if they turn on you? Trust is a big key to your strategy.....and it might destroy you.
