If possible, I'd like to be an alternate history Sri-Lanka (which has more or less the same history up to 1950). Is it possible?

Yeah, thats what I meant, sorry. So is that possible then? Change the history? Make it a completely different nation (okay, not completely different, for example, the USA wouldn't suddenly become communist, but still somewhat different)?

It's for announcing things that your nation is doing that the rest of the world would not know about. It can also be used for secretly contacting other nations. When you post in the SIC, no other nation knows about it unless you tell them/they have spies.
