Russia has pretty high rate of 99.6% in literacy and European Russia tends to be more developed than Asian Russia.

About 63% as of 2008. Though since this is alternate history, I assume since Australia was able to change Hong Kong history for over a century if I understood right, he can hire it.

The flag makes it look like it is formerly British and in the Southern Hemisphere from the star pattern. But from your history it seems to be formerly American only and in the Notthern Hemisphere.
