I'd say the following would be reasonable
0-30: terrorists are caught at the border and detained never to be seen again
31-60: terrorist make it into the US but don't go though with it due to high American security
61-80: bombs malfunction and some don't activate; bridge is damaged but not destroyed and a few dozen Americans are killed and wounded
81-100: attack goes as planned; bridge is destroyed and hundreds of Americans killed

Then its simple. I land the stuff in Morocco and have a land convoy to Libya.
