I knew that when i made the demand. It's merely an excuse to derail the reunification talks for the time being. (Seeing as East Germany wants a whole Berlin as opposed to simply being in the Eastern portion.)

The answer to that is three-fold:
1) For realism sake; no politician (certainly not a communist dictator) is willing to simply give up control of their nation to that of another in an uncertain election.
2) Despite any support this action might get from the international community; nobody trusts East Germany to be genuine in its motives to reunify and the USSR is especially paranoid about a reunited Germany; that being one of the main reasons why the Soviets wanted Germany divided in two in the first place.
3) This is an RP where I am in control of but 1 nation and 1terrorist organization. To reunify Germany would essentially be the perverbial suicide of my involvement.
