hmm well like any rebellion they followed a guerilla tactic basically attacking and withdrawing constantly until they gained enough fervor to enact large scale battles.

Finland signed the Finno-Soviet Treaty of 1948 so I don't think they'd join. The other countries I could see joining so accepted minus Finland.
