The year is 2036 and Earth is starting to feel more long term effects from the population, fossil fuels, etc. Scientists predict that Earth will last another 1-4 decades before finally giving out. They have decided to start new technologies to either terraform Mars or do the same in Harry Turtledove's Crosstime Traffic.
Current countries involved in saving Earth from mankind's downfall:
1) The 5 permanent UN nations (United States of America, United Kingdom, France, Russian Federation, People's Republic of China)
2) Brazil
3) Germany
4) Italy
5) India
6) Mexico
7) Argentina
8 ) South Africa
And many more will get involved over the next few decades.
