In 1989, WW3 broke out as Gorbachev was overthrown in a coup after the fall of the Berlin Wall. Invading East Germany and then moving into free Europe, the Warsaw Pact was chained to its puppetmaster with the intention of making sure they never broke loose again. Before long war consumed the planet. In early 1990, nukes were launched. The world was incinerated; but not everyone died.
It is 2155. Around the world humanity is getting back on its feet, warily, trying to find a direction to go in again. Among the regions experiencing an upsurge is the small (fictional) city of Fall Oaks, CO, known to its current inhabitants as the Old Town. Composed of nine basic areas, different factional groups have assumed control from raiders, bandits and scavengers, forming cohesive societies. You play as one of these.

Fall Oaks used to be home to around 50,000 people before the blast. Contained in an area of about 150 square miles, Fall Oaks is currently divided into nine areas that were not destroyed by the blasts that destroyed Denver and its suburbs.
The Coal Mine: The original reason why Fall Oaks existed, the Coal Mine is a largely (but not entirely) exhausted cavern of rich anthracite. Its air has been cleared of coal dust by a century and a half of surface ventilation, though it is still a dangerous and dark place.
The Power Station: A gas power station that supplied electricity to all of Fall Oaks, now it is run down, but rich in scrap and tech.
The Gas Field: Discovered only a few months before the War, the Gas Field has a trio of oil pumpjacks and a storage shed, as well as a small trucker stop, in a small area. It still contains petrol, now used largely as fuel for lights and the odd technical.
The Supermarket: A monster of a building, this old Costco building is littered with scrap, though nearly all of its food has gone bad. Its wide-open spaces and abundant farm supplies have made it possible to farm within the building using its blown-out skylights.
The Shopping Center: A collection of workshops, bakeries, stores and a couple apartments, this area even had a computer retailer. A few computers from here still work and some of them have been acquired by factions outside it.
The Water Plant: A water treatment plant, and also a water tower, next to a large pond replenished by mountain snow.
The Community: A stretch of several dozen suburban homes, this area has alot of living space and scrap, but few other resources. In the center is a dilapidated school and library.
The Police Station: An old police station doubling as the city hall, its weapon stores and cars have mostly been looted, but some have been too well locked away to steal until recently...
The Farm: A stretch of farmland, largely waterlogged but still nutrient-rich, this area can produce radiation-free vegetation with some effort.
