Release State 6 - Normal.
Release State 5 - More power than peak normal, faster, stronger, natural abilities enhanced. able to engage in self-healing. Humans have some telepathy.
Release State 4 - Faster, stronger, better than peak 5, natural abilities enhanced further, some added, depending on the species.
Release State 3 - Even faster, stronger, better than peak 4. Self-healing is automatic, but not much faster than at level 5.
Release State 2 - Very strong, very fast, very powerful. Autohealing is faster. All species can use attack magic at this level, even humans.
Release State 1 - Even stronger, faster, more powerful than before. All species can use powerful attack magic. Oni, vampires, and can shapeshift into eldritch forms, in some ways displaying their familiars. Healing is much faster, all nonblessed weapons simply pass through, blessed ones do limited damage.
Release State 0 - True Forms revealed for anything hiding theirs at lower release states. Familiars are displayed and usually separate from main body. Strength, speed, and magical abilities are enhanced to godlike levels. Most species can engage in some degree of reality warping at this point. Nonblessed weapons do no damage whatsoever, only the strongest of blessed weapons do anything at this point.

We'll only go up one release state per Act, at most. We have so many characters, we don't really need to go any faster.

Since we're talking about release states, I figured that I'd post a scale for the forms of a Lycan.

State Six - Anthro form (optimized for speed, agility, and strategy, ie, defense; retains ability to use additional weapons)
Feral (camouflage; enhanced senses)
State Five and Three - Five = Left front, "Lycan" (optimized for offense --> strength, agility, power); Three = Rear right, Alpha (stronger, faster, more agile version of the Lycan form. It is larger as well.)
State One - Eldritch (all powers listed above)
State Zero - Lycanthrope God
