Paris, Élysée Palace
The French Fifth Republic

"Il est temps."

"Nous ne pouvons pas cacher du monde plus longtemps!"

"Nous sommes Français! Les dirigeants de la culture mondiale et civilité!"

President Hollande rubbed his temples. "Êtes-vous sûr du tout?" he asked them, addressing the Council of Ministers. "Vous vous rendez compte ce que cela signifie pour nous? Corriger?"

"With all due respect Mr. President," the Minister of Defense replied back, his voice hardened. "We don't have a choice."

President Hollande sighed, reaching for the stamp that carried the official seal of the President's Office. The world had changed so much in just a few short years. The People's Republic of China was no more, Europe had fallen back into its fractured state of pre-World War I competitiveness, and several major wars were brewing on two different continents.

The world certainly needed the Fifth Republic. The only question was "Did she need the world?".

--

Le Monde,
InterNational News Report

"And now, in the latest news," the French reporter paused momentarily, apparently staring at her teleprompter in disbelief. She continued, "The French Fifth Republic will be renouncing its post-2010 policy of neutralism. Henceforth, the French Republic pledges to be more active in the United Nations, and re-assume its role as a world leader. Nations of the world are invited to reaffirm or reopen diplomatic relations with Paris.

Furthermore, the French Armed Forces will undergo several new reforms this year, notably involving a significant funding increase to a consistent 3% of GDP. President Hollande has announced that, in the new global world, France can no longer stand to be a backstage military power. As such, the French Navy today announced the construction of two new Charles de Gaulle Class aircraft carriers, and the immediate overhaul of the current carrier to update its electrical and propulsion systems. A statement by the Army and Air Force today indicated an intent to increase their respective vehicle stockpiles by as much as 30 to 40%, meaning new orders of tanks, APCs, Air Force Jets, etc.

The President then announced that this is not to be taken by the leaders of the world as a threatening or otherwise offensive act. The Fifth Republic acts only to defend its interests and people.

Regardless, as a nation whose economy has just fully recovered from the Stock Market Crash of 2008, many are wondering if this move may be a mistake. President Hollande had this to say..."

To: France
From: Global Energy Alliance, Energy Committee

We would like to invite France into the GEA by offering the introduction of Solar Roadway Systems into France. Creation is totally free, energy production is large enough to fill all French electrical needs and a more stable infrastructure is designed. Also, energy prices will drop because of the removed need for transport. Hopefully you will consider this Generous offer from The GEA and the Nationalized Brazilian solar Roadway corporation.

Yours,
Pres. Amorin
Federated Republic of Brazil.

GEA officials also complete satellite surveys of Northern Asia, Europe and America to determine possible future roadway projects.

Raúl denounces the Us invasion of Nigeria, and stops any oil from Cuba from going to the USA. Also, the car making industry starts again, allowing new cars to be bought in Cuba.
The first election in Cuba is held, for the newly christened Bureau of Laws and Enforcement, using mixed member proportional voting. More are planned later, for a new office - Prime minister, and the will use the Alternative Vote system.

Events:

The Grand Duchy of Luxembourg bans the use of the French Language. It is now a criminal offense to speak French in public.
The official language is changed to German. Luxembourgish is now considered a 'Dialect' of German, as all French loanwords & French-influenced words are being changed to their German counterparts, or, in some cases, simply more 'Germanic' sounding words.

The Grand Duchy means not to offend the Fifth Republic of France by this change, but rather solidify its alliance with Germany, and to ensure a good future for the Luxembourgish people.

In other news;
The Grand Duchess has expressed negativity towards the nation of Austria. Luxembourg's Germanic relatives in Central Europe have unprovokedly hurt Liechtenstein's sovereignty, whom Luxembourg considers proper Germanic people.
Not to mention that Austria did not recognise Luxembourg as German.

As the African sun rose for another day, Jacob Zuma got up from his bed, ate breakfast, and got ready for the day. He then began going over the days commitments: discussing potential alliance with Japan. Handling the response after Marikana; budget meeting with Pravin Gordhan. And then ending off with a particularly difficult meeting with a radical association of the poor, known as the September National Imibizo, in order to discuss their demands.

Paris, Élysée Palace
The French Fifth Republic

President Hollande carefully reviewed the offer from the Global Energy Alliance Impressed; he sent a reply letter to the GEA. Under his government, the Fifth Republic had ceased planning new nuclear power plants for security reasons, favoring a policy of diversification. He had instead used the money in research grants and tax benefits for renewable companies in other fields, allowing initiatives like Enhanced Geothermal and Ocean Energy to gain the financial and practical edge necessary for wide-scale implementation. As a result, nearly 90% of France's Energy came from renewable (including Nuclear Power), and one-third of that was non-nuclear.

Solar Roadways, he realized, could push France over the top and make it a net-exporter of renewable Energy. Not to mention, its applications for landfill reduction were hugely beneficial.

--

TO: The Global Energy Alliance
FROM: The Fifth French Republic

We would be honored to join the Global Energy Alliance. We welcome your engineers and personnel, and encourage you to begin doing surveys as quickly as possible. Please realize, however, that there are two conditions. One, we expect you to employ French labor wherever possible, and meet our labor laws and standards. Two, the GEA will not be permitted to install Solar Roadways near any major military installations, the French government, if it sees fit, will be free to do so by itself in the future. This will be a massive undertaking, as one cannot simply tear up all of the roads and highways in France. We appreciate your interest.

As a GEA member, the Fifth Republic would also like to offer our recent findings in Ocean Wave/Current Hydro electronics, as well as Enhanced Geothermal. These two methods are easily deployable - Geothermal is available almost anywhere globally, and could do well to supplement your interests.

--

EVENTS:

France submits an application to the GEA

Pro-nuclear lobbyists lobby the French Government against GEA membership, they fail.

France begins construction of two planned Aircraft Carriers.

In the UN, France expresses concern over the rising number of Nuclear Powers.
