Sigh. Now I have no nation to RP as. Of and Poland, you got it ALL wrong. Georgia occupied PALESTINE, not Russia.

I said I sent the Hiei with the Suma ships. In WW2 Suma ships where used alot for supply and transport because they where outdated.

Someone can attack me en route, but I have no enemies between Myself and there who have the capability to sink that ship. It too the USS Washington and 3 other ships 2 days of consecutive fire to bring it down. No one but England right now has a comparable ship. Its not about sneaking. Just no one has build any destroyers of that class in the pacific.

Depends on the country. For me. Maybe 3 months if the components needed already exist in my country and its done in a rush. If you have to invent things from scratch it could take a year or more though. Its faster to modernize old ships.
