Most government funding was given for job training, such as skilled labor, manafacturing, and construction. And because Georgia had no regional problems(very peaceful) and kept a neutrality in the case of alliances.

Uh, didn't Georgia JUST got finished rebelling from the Soviets and were recovering from the effects of the famine and communist rule?

China and Japan attacked you
I considered declaring a Jihad
England is suing for peace and released all its colonies
and I invited you to Istanbul after the war to solidify our alliance with the others in the red axis
also Ukraine is rebelling
and other things.......

Wait why all of a sudden China, Poland, Georgia, Ukraine, and Japan attack me! I helped Georgia and the Ukraine with money, I was allies with Japan and China, and I never did anything to Poland besides attempting an invasion that never happened. Also Greece is trying to win a war with the Soviet Union?

Wait China would you hold off your troops and sign a non-aggression pact? Attacking the USSR wouldn't benefit either of us and will put both of our countries in poorness.

Actually Japan jumped you, and I have an obligation to aid them in war. If it means anything in my books, we were chums before the unfortunate incident.

Idk why Poland is attacking you, and I severely doubt Georgia is. Japan just wants lebensraum.

@ Bering: Haha yes, my lads are continuing to fortify the northern border. I haven't said anything about my forces attacking the USSR however, since Ivan hasn't responded yet.

I never attacked. I made it specific that Georgia would not attack the Soviets in northern Greece. There are troops in Greece, however.

Is their any way you can convince Japan not to attack the USSR? I am busy with Greece who have to be destroyed eventually unless they surrender. (I HAVE BEEN HELPING THE COUNTRIES I INVADE!)

Fraid I can't old chap.

1) I'm obligated to, due to my alliance with Japan. Japan is a scary bloke in my neighborhood.
2) You have, effectively, no military forces in Siberia; you specifically withdrew them to fight in Europe.
3) My forces there are strong, over two hundred thousand men and new improved tanks versus lonely border guards.
4) The area I'm attacking is far more ethnically Chinese than Russian, and so ICly the Nationalist Empire would see no reason not to attack.
5) Japan is attacking with me, and they have, quite likely, the strongest force in the world right now.
6) Historically, Russia has seized Chinese territory on multiple occasions.

So.... yeah. Well I could maybe explain this away OOCly and not attack you, its plain bonkers ICly, as China will likely never get a better chance than now to get the Soviet bugbear off their hindquarters. Also, flexing muscle is traditional for newly powerful nations that used to be the world's whipping boy.

I never attacked. I made it specific that Georgia would not attack the Soviets in northern Greece. There are troops in Greece, however.

Basically he was trying to help them without being obvious
if you are helping the Greeks who else would you fight

Even though you afforded the Ukraine alot more freedom and whatnot, we still remember the famine and the oppression before 1933. So when the Red Army was stretched thin across Europe, we took it as a chance to declare independence.

We will still allow you to ( buy ) grain from us. At a high price though.
