I'd say that rivers are fairly irradiated. They can grow crops, and are safe to drink in small amounts, but most communities will have a water purifier for drinking water.

Government History: During the Great War, China was, as most of the civilized world, devastated by the horrors of war. Its entire government was washed away in a matter of hours, bathed in the flames of nuclear devastation. However, their tiny neighbor, Taiwan, survived the nuclear exchange with only slight damage. Seizing this opportunity, Taiwanese forces swiftly took the mainland back from the Communists, with little opposition. Finally, after all these years, they had reclaimed their lands.
The newly re-founded Republic of China, using its wealth of advanced pre-war technology from Taiwan, managed to build a small civilization from the ruins. However, the truth of the matter was, China was still a devastated hell hole, hit particularly hard during the War, and it could not sustain the entire population. Rumors started to float of a land that existed before the war, a land known as America, that had managed to escape intact. After many years, the Republic, acting on these rumors, backed up with some fact, constructed a great fleet, consisting of three mighty ships, to create a colony in this land.
The three ships traveled for months, finally landing on the western shore this great land; a territory known as Washington, as it was known in the local tongue. Looking for a place to settle, these brave pioneers sailed through Puget Sound, and soon discovered Seattle, along with its Chinatown, a very big surprise to both the survivors who lived there and the colonists. Taking this to be a sign of great fortune, the colonists dismantled their ships, and, using the components they brought along with them along with the very ships themselves, created their new capital in the ruins, integrating the local survivors into their midst.
They formed a socialist meritocracy, ruled by over by a chairman and his board of advisors. This new government ruled strictly, yet fairly, appointing positions of power according to personal merit, believing that everyone has a place in society. The colonists grumbled a little over some of their rulings, but they knew the council’s measures were necessary if they were to survive in this strange new world. They named themselves the Fenghuang Federation, (or the Phoenix Federation in the local tongue) and, like the bird of myth, they rose from the ashes.
Description: The Fenghuang Federation is a technologically advanced socialist meritocracy, ruled over by a chairman and his board of advisors. The Federation is extremely organized, with branches of government effectively running every part of society. Small, advanced cities are built in vital pre-war locations, such as Seattle and Redmond, where industry manufactures pre-war technology in small quantities. The majority of the population lives in organized, rural towns, where they tend to the fields that feed the nation.
In the Federation, citizenship is not a birthright; it is earned. All minors are technically wards of the state under the provisional supervision of their parents. During this time, they receive a state sponsored education and are encouraged to participate in the betterment of their communities. Upon reaching maturity, each child is evaluated to determine if they have proven their commitment to the state by participating in their community. Those who have been found willing to provide to their state are granted citizenship. Those who do not are given a grace period of two years after which they will have a second evaluation. A second failure relegates an individual to the class of non-citizens referred to as servitors. The life of a servitor is harsh, because a servitor has no legal rights within the Federation. Servitorship, however, is not a lifetime sentence, as citizenship can still be earned, although the task becomes much harder. Citizenship nor servitorship is inheritable; all Federation children receive the same education and face the same requirements to earn citizenship, regardless of "social class".
Citizens are expected to continue providing services to their community throughout their lifetime, and the government makes a point of continuing to promote and reward those who provide selfless service to the state. All citizens are guaranteed free healthcare and education for life, in addition to other minor benefits. The result is a highly loyal and civic-minded citizenry that sees his citizenship as a reward for hard work, and not a right.
Population: Around 120,000. Can be adjusted as necessary.
Notable Traits: The Federation maintains a healthy economy due to trading food and finished manufactured goods in exchange for raw resources with its neighbors. The Fenghuang have repaired and built several wind farms, solar plants, tidal plants, hydroelectric plans, and geothermal plants, generating electricity for most of its lands. They also possess several oil wells, guarding these jealously.
The Fenghuang require all citizens to serve in the military for two years, and, as a result, the Federation is capable of forming a trained militia at a moment's notice to deal with most local emergencies. Outside of mandatory service, the Federation maintains a small army of volunteers, known simply as the Defense Force. The DF is unique in that it places more power in the hands of the commander at the regiment level and less at higher levels than do most militaries, as the Federation believes this makes for a more efficient fighting force. These soldiers are very well equipped for most situations, able to move from location to location by light vehicle and, in some cases, horse. The basic infantryman is equipped with body armor and a gauss rifle of Taiwanese design, a highly reliable weapon with no moving parts firing small ferrous nickel-iron slugs, perfect for long tours of duty. The Defense Force does maintain a few armored vehicles and helicopters, but these are very rarely deployed outside of transportation purposes as they are extremely costly to maintain and replace.
The population of the Fenghuang Federation is not "all-Asian", as is normally stereotyped outside of the Federation. The Federation has managed to peacefully integrate local communities who were willing, and as a result, the outer lands of the Federation are much more mixed compared to the center "core" regions. A mixture of Chinese and English is spoken across the country.
Technological Levels/Advancements: Present day to pre-war, due to former Taiwanese technological knowledge base brought from overseas. Strong adherence to technology, education, and medicine. The Federation has located many pre-war technology bastions in Washington, such as Microsoft, where they have found and developed much from the pre-war technologies there. Research facilities run day and night to rediscover the old and invent the new.
The Fenghuang run several small factories, which are able to create pre-war goods, although their manufacturing capability is limited by how much raw materials they can get from the outside world.
Although the Fenghuang control a large area of highly arable land, their farming methods are rather inefficient, as most of their techniques were better suited to their homeland. As a result, a larger than normal portion of the population works the fields. The Federation would gladly forge an alliance with any other nation capable of improving their agricultural programs.
The Federation also owns a small fishing fleet, which provides the population with extra food.
The Federation is also involved in lumber, coal, construction sand and gravel, crushed stone, wine, and magnesium metal.
The Fenghuang currently owns Puget Sound Naval shipyard, which they currently use to build commercial vessels, such as cargo ships and fishing boats. The Federation is looking into building a small navy, but as of now only maintains a few littoral combat ships. The majority of the commercial fleet is armed, and capable of defending itself from small-scale threats, as the Federation currently believes sending armed escorts is a waste of resources when the commercial vessel could just defend itself.

Government History (origins, rise to power etc.): After the bombs fell most of Mexico city fled, and the army. They were some of the first to hot tail it out of there. Packing weapons, intel, supplies, most of the army disobeyed government orders and used the bunkers for themselves and there families, leaving the old Mexican government to perish. After it was deemed safe, using radiation suits the military slowly emerged. They began to link up again and try help the survivors they found in the wasteland, only to find the mutated freaks! Deeming them a great threat the Mexican army took up in arms and began hunting them in the area, many fled to the safety of the military bases that had been established. Eventually the army moved into Mexico city, securing it for rebuilding.
Several communities joined them, in return the military would protect the trade routes and hunt raiders. Thus formed the Federation of new Mexico.

Technological Levels/Advancments: Powerful advanced rifles and sturdy, combat vehicles.
Notable Traits (Economic, Military etc.): A powerful economy and elite military (Although small.) New Mexico relies on it's communities for food, allthought the city is a major trade point (Much like medieval constantoble.)
Only the very best are allowed into the military, however in times of war militias are called on. Many city and comunities form there own, they tend to be well equipped and trained but are not as battle hardened as professional troopers.
The Elite of New Mexico are known as Conquistador troopers.
Most food comes from the sea.
The only items which New Mexico produce are excellent weapons and vehicles. Everything else they trade for, using the powerful merchant fleet or the countless land routes they secure with outposts of conquistador troopers.

Technological Levels/Advancements: possess post collapse technology in logging, agriculture, and basic mining. Military wise, it mangled to salvage several 23rd century spider tanks and attack drones, but the rest is bumped backed to the 21st century
Notable Traits: its armed forces are very mobile and can cover its large territories in a matter of weeks. It also has a large, but primitive agriculture sector. Its oil industry is what keeps most of the North warmed in the winter and is of a great asset to the republic.

For as long as anyone could remember since the Nuclear breakout, a group of Japanese people had peacefully and harmoniously governed Vancouver. Calling themselves the Coalition of Hamoni, they had risen to the challenge of uniting a broken people- the people of South-West Canada. After quickly taking control of the city once the nuclear particles had settled down (resulting in confusion for the remaining surviving people of the city).
They established a Senate, for the free peoples of Vancouver to choose for themselves and by which area they live a Senator. No all were happy with this sudden change. A group of rebels in Surrey attempted to overthrow the Coalition, but were easily crushed. From then on, the Hamoni ruled the area with no threats from outsiders.
Vancouver Island was another oppurtunity for more land, and the Coalition took it. With a small force of 912 marines, they took Victoria and Nanaimo with virtually no resistance. The rest of the Island followed after that. Farming communied were built over the rubble of the city, and soon the Coalition was generating enough resources to trade.
Description:
The Coalition of Hamoni is a very strict and democratic government, allowing the people the freedom of speech to a certain extent. Many have breached that limit of political tolerance, and ended up in custody. Under the Coalition, however, art began to become one of the pillars of society. It's citizens speak both Japanese and English.
Population Levels (within reason): About 60,000.
Technological Levels/Advancments: One of the most important advances in technology was the ability to deploy lumber directly onto the trains, which then took it to different parts of the nation, and even outside of it.
Notable Traits (Economic, Military etc.):
The Hamoni are a very hard working people, and he unemployment rate of the nation is under 3%. Even a new stock exchange was built in Vancouver, which is probably the Coalition's most prized possession. The military mainly possesses rifles, although it does own a few dipalitated battleships from the old Canadian Navy, which move about as fast as snails.
