I have actually been considering a simple math system, one that allows the players to retain a decent level of autonomy, at least against mooks. Well, simple in execution, but long in explanation. I'd be more than willing to post it, if you'd like.

It's incredibly difficult to quantify Lewis' powers, especially since his fighting methods are incredibly unconventional and consist entirely of him pissing his enemies off and being lucky as balls.

I also agree with this. And it helps prevent any sort of godmodding(Although you lot seem pretty good about never doing that) since you have ways to compare powers so characters forcibly have limits. But I can see Nat's reasoning.

Perhaps a non-Elfen High RP. That seems to be the root of much of the issues.
