Scandinavia is a liberal democracy, but it can be pretty cynical and nasty sometimes.

Japan practices unofficial slavery in some parts of Manchukuo and Korea. The factories near major cities are modern, but the further you go into the uncivilized areas of Manchukuo or Korea, the worse the labour laws get. :P

They'll ignore that too, unless Manchuko or Korea try to gain independence and pleade for international help, for the reason shown below.

Problem is that then Scandinavia will have to pay attention and if they don't do anything then chances are widespread riots will erupt, resulting in a Scandinavian Spring, so to speak.

The Congo Free State is lorded over by a Lord-Governor, who is always a white Belgian. Factories are run by wealthy locals, and manned by people who work for almost nothing. Mines are the same, except manned by slaves. All resources gathered are manned by slaves. Guatemala is primarily agricultural, so it is lorded over by a white Belgian Lord-Governor, with fields, plantations, and the few coal mines manned by slaves. It also has a bit of crude oil, although I am not sure if that should be discovered yet.

Commenting on the irony. Japan only practices such brutal industrial policies because otherwise, they wouldn't produce enough to stay sufficient. Japan isn't exactly a sprawling resource-field. We're cut short on tons of stuff like for example, Oil, Rubber, Coal, etcetera.

I don't plan for the rebellions to spread. the Manchurians are happy to be under Japan's yolk compare to the Han government, and the Koreans are being/will be surpressed by Tojo's elite police guards (Japan's WW1-era SS/Gestapo.)

If I can avoid a war for a little while, I plan on having Belgium take a very small bit of India as a colony. Oh, and this political marriage will allow for more resource trading between our two nations.
