Not really. The Empress already has the right to ascend to the throne by the Meiji Constitution. He will however organize Japan's Secret Police Force, that will surpress political enemies and prevent them from breaking the Empire apart. There's a reason I've been having riots in Korea... >_>

It would probably be more worthwhile to kill off a German/Austrian/Polish/Serbian/Byzantine/Confederate/Belgian/Spanish official using a local resistance force, because they're actually my enemies, and then Scandinavia, Britain, Japan, Lithuania, America, France, and Russia could help me in any ensuing wars, but even then I have a no first strike policy..
