To be fair, any city that is sufficiently dense and sprawling, such as a Japanese city, is going to be dirty.

If Belgium wants to sustain military that is modern, most up-to date and large for country it's size, it needs crapload of money.
Why does America spend so much on defense budget compared to other countries, eventhough it has way smaller army compared to some countries?
It keeps its stuff very modern. So, you're saying the money magically pops out of places without you having anything to sacrfice about?
What about the people?
When you utilize large percentage of your nation's people for military, economical activities reduce as well.
You want to talk colonies and profits? Colonies are profitable, but they cost just as much to maintain them. You look back on history of colonies, and unless they're literally pouring out gold like Spanish colonies did in South America, cost alot to maintain. Especially after further globalization and other nations establishig their own colonies, their efficiency decreased and their original purpose such as fur, spices, silk were gone. Why did Britain let go of some colonies early 1900s like Canada, Austrailia, etc? Many reason for that, one of them being expensive to keep. They're not quite the gold mine as you make it sound like they are.
You want to talk economics? You make Belgium sound like it's economical super-power capable of pwning everybody with finances and whatnot.
What's the fact? Even at height of Belgium Empire, it was still making couple times less capitol than France or Germany or any other major European nations. Yes, you may be able to wage total war, but so can everybody else.
At the current status France is in? Yes, Belgium will be able to hold French at the borders no problem, but winning war against them easily?
Does this look like Gulf War, where coalition force had every advantage concievably possible?
But as war progresses on, France will get its gears running once more, Belgium will get overrun.
It will be significantly more costly, singinficantly take more time and significantly stupid perhaps, but to say you can "easily gut them" is like me saying an averge Joe walking up to a MMA fighter after a match and saying he can kick his ass.
Also weaponization of Poison Gas was relatively ineffective and still test-trial efforts even in WW1. Most of the gas used also weren't that deadly, alot of them were variations of tear gas just as well.
