I've claimed Western Russia up until about the Urals or so. I'm playing it as weak, so I'm not wanting a large amount of territory, even if it IS ball-chilling wilderness.

You should take more of Russia, it isn't like there is really much of a population towards the far north, and it can actually help to provide a major headache, what with the unruly people who do live there. Also, it provides an excellent location for labour camps, and should you ever be invaded, a rump state.

That blank space between Spanish Northern Africa, French Northern Africa, the Tuareg state, and the Ottoman Empire should be broken up amongst them, just so that territory is actually inhabited and used for the RP.

You should also take some of Central Asia, along with East Russia, so that most of the white space is filled.

Gave it to the Tuareg.

EDIT: I also reduced some of Spain's coastal holdings, as long, drawn-out coastal holdings limits the colonial capacity for other nations. To make up for it, you get some slightly more consolidated holdings in Mexico, and the pan-handle of Florida.
