If you mean his moving his 1000 troops, that meant that he moved them to the edge of his empire, in case you arrive there, not that he sent his forces to attack you.
Also, how exactly is it you know they call everyone else barbarians? XD Its not like your people can read minds.

The Acting Commander looked incredulously at the slip of paper being given for him to look at. A Chinese merchant dealing in the silk exports to the western nations had reported a large mass of barbarian soldiers moving north from Transroxania (modern-day Stans) and along the coast of the Caspian Sea. Fearful of the possible events that would have occured, the merchant had sent a message to the commander of the western forces to see if any help could be given.

The commander put down the paper and ordered his officers to deploy 1,000 troops to the far western edge of the empire to counter this possible threat.

In bold you have what attracted my attention.

A large mass of barbarian soldiers. OK.
Moving north from Transroxania. Exactly what I was doing.
And along the coast of the Caspian Sea. Exactly what I was doing.
Then how haven't I met these barbarians. That means that they were referring to me.

Horus, you should probably stop taking offense to the word barbarian, it's technically not an insult.

I could be seen as literally as "Outside Rome/Greece/China".

To the Romans, Celtics, Goths, Visigoths, Vandals, and other Germanic tribes were the principal barbarians. Similar societal structures, but largely different people. The Huns were also among the Barbarians.

To the Chinese, the Mongols were the principal barbarian group.

Keep in mind that the 'barbarians' brought about the demise of the Roman empire(After which, a barbarian leader assumed control), and it was the Mongols who created the largest continuous land empire.

In all honesty, it could really be colloquial with 'foreigner'.

I don't see any issue with you claiming England, though that virtually eliminates all hope of (peaceful) expansion outside of Modern day UK, and Ireland. Still, it's a great pick now that i think about it. Though the Co-op has to approve you.
