The theory is that in the end, it would conserve more military and industrial output by neutralizing all possible threats, and the advantage of surprise will make up for any lack of manpower, equipment, or vehicles/air power that may result of such mass deployment of the Armed Forces. It's more of an all-or-nothing kind of thing, France's version of the Schlieffen Plan.
I also hope that nobody takes advantage of this opportunity to metagame, for example Germany decides to randomly build a massive fortification system on its border to Italy and Denmark.
That's actually a great name for something like that, metagaming. I really hate it when people do that. It's practically cheating.
