The previously mentioned is subject to discussion between members as it goes against keeping peace but does build up an economy.

Because Syria was part of the territories contested in the Convention of Rome. The only claimers were A-H, Italy and Portugal. I left the "claiming window" for two days. Italy retired its claim in order to have Oman and Southern Yemen. And you did not appear.
