Besides I stated a reinforced conscription drive, so I think 250,000 men would be fine, no? In peacetime we would of course have no army but some 10,000 men or such.

Calm down, I wont invade you but I wont cede voralberg neither, that region was extremelly demoralized because the empire lost the war. In this Scenario the A-H empire has won it and the population wll be much more likely to want to remain being part of the empire. Also, most of swiss people dont want to "annex" voralberg, and that would probbably cause a disturbs in switzerland.
And by the way, the people of voralberg has always been quite "rightist" and the empire is much more "rightists" than the swiss confederation.

It's more of a plot of land thana colony, but if thats incorrect then thats fine

Italy fought against the Centrals during the war. They lost after AH Bulgharia and Germany curb stomped them in NE Italy, where they got the POWs.
