Going by my character's appearance, she would appear to be from one of the poorer districts, wouldn't she?

In this reality, all districts are really poor and oppressed. However, please put your character in a disctrict nobody else is in.

I'm going for District 1.

I'm having trouble thinking of how to go about this though because I haven't the slightest idea of how the people of Panem act or think.
I don't even know the infrastructure of the various districts.

You can google "Panem districts". Other than that, district 1 is in charge of luxury goods. The people are oppressed by the government and are forced to obey. Officers called Peacekeepers line the streets to enforce the rule. On reaping day, all the citizens gather at the district's main square where names are drawn out of a bowl. If a person is picked they must participate inthe Hunger Games. A person may volunteer as tribute instead of someone picked from the bowl.

That's good, but our characters won't be in the districts for long. On Reaping Day, the Joker and President Snowx will broadcast a message about the keyhole in the arena. Afterwards, our characters will all volunteer as tributes.

Yes, yes I am. But again, you can bring the virus into the arena by carrying it with you or infecting a tribute within 6 hours before they enter the arena.

Quavv I suggest going to a different District. Either 5 or 6 to spread out our characters more evenly.

Yeah but each District needs at least one tribute (not counting companions, I believe).
