Depends a bit on your definition but broadly any non-consensual physical contact can count as assault. Extend the definition of "physical contact" to include casting spells or using powers on someone and Axel effectively just did the magical equivalent of pinning a person to the floor. And screwing with someone's memories is about as severe an invasion of bodily integrity as I can think of.

FYI: Don't argue these things with a law student :P

By "screwing with memories", I mean "An effect of the spell that cannot be omitted without free-forming, which would endanger the entire station."

The point I'm trying to make is that messing with a person's memories at all without their permission is an assault; it doesn't matter if the effect was minor; it's still disgraceful conduct for a teacher and a terrible way to deal with problem students - especially students whose only "crime" was being rude; Rachael didn't even threaten to harm Scott or Axel. Even if we set aside quibbling over the definition of assault, Scott has plenty of reasons to be angry at Axel for this.

Essentially, Axel was part of a special group of the Lictors. Some were soldiers, some were police, and some were spies. Axel was assigned duties to have certain individuals forget about certain occult events. He's essentially a MiB. Until the war, when the Council decided to lower the veil and make magic known. He was reassigned duties to keep people from knowing some of the more unscrupulous actions in what is known as the Shadow War, one that the Council fought with the most secret of government echelons, against thing more monstrous, more bestial and wrong than the vampires. The public cannot know of the War behind the war, and Axel was part of the coverup. He was quick to do that because that is his training. The Council is less concerned for things like that because they know that they have to use every advantage they have. To them, the ends justify the means. Sometimes, you have to get your hands dirty to ensure to survival of the human race.
He does feel bad about having to do this crap, but it's became a habit to surpress these feelings and remain focused on the mission. And his entire "I won't take crap from anyone" mentality is a product of the War he fought in. When you're considered lucky when only 4-5 people in your standard Lictor Battle Group of 10 die, you tend to not take stuff in your stride.

Interesting, but none of it changes a thing about the situation at hand. Maybe you can fit it into your character development that Axel has to realise memory charms aren't the solution for everything, but in the mean time Scott is rightly pissed off at him :)

Sorry, got a bit caught up. If you catch him off guard, he can probably withstand the inundation of drugs for a few minutes, not because he's tough, but because his Lictor training and his experiences from the Shadow War tempered his willpower. He simply will not go down without a fight. But, if he's prepared, he'll have a few spells up his sleeve to del with toxins and drugs.

So what am I supposed to forget? (And if he's wiped the weaker memories, then it would be more likely she'd remember meeting someone she'd already heard quite a lot about than someone who barely talked to her and she didn't recognise.)

Its not a fight persay. Chram needs to inject someone and Axel was closest. This is a matter of her literally breaking because of the high pressure the toxins are stored at.
