My most radical idea is this: they escape for a time, but are caught again. This time, the CIA trains them instead of locking them up. We can go down the "spies with superpowers" or the "rogue supersoldiers" routes from there."

Only one con, but if you can help me decipher it I'll play accordingly (Tommy wouldn't care either. :P).

Wasn't it just easier to say "hey, we want to train you because you have superhuman powers" instead of just capturing them?

They do think they're terrorists though, and have no superpowers... (though, thanks to Rose, they're suspicious..)
