I do have some suspicions about the WU. In fact, it's my imagination, deviated from what Fin's intended. But I can't help it think that What if WU is a well-elaborated set-up, created by the true masteminds (who're in fact the world governments) to make WU as scapegoats, so hateful the world unites and destroy them, perhaps bringing the intended goal of 'United world' into fruition at the expanse of WU members.

Well, paid no mind to what I said if you will. It's my theory after all.
