I understand, but I still don't like it. Plus we have an over abundance of senior officers. We need more Lieutenants and even more NCOs.

I also noticed another nice things. As Warrant Officers, Marshalls obtain ceremonial objects of regular officers, too.
Matilde will use one of said officer regalia in battle.

Simple. The action you proposed was not possible. It is physically impossible to sneak messages even whispering past Katsumi unless you're somehow telepathic which you aren't. :) Katsumi's sense of smell may be the strongest but that does not mean her other senses are bad.
Also when you made your post, Katsumi had Bushra in full nelson.

Sorry let me rephrase that. Did you push Katsumi away from Bushra, both requiring equal to or greater than most body builders(in the meanwhile causing Bushra immense amounts of pain) so you could give Bushra who was being held in a Full Nelson to prevent her from attempting to kill another witch a bizarre and message likely to rile her up in front of Katsumi, who's power is basically super senses?

Yeah I start to see it although the idea of Katsumi actually leaving her from the full nelson after I warn them that they are in front of everyone would be a little logical, she's not the crazy one.
