The Communist-Russian version of the CIA/FBI, only they spent as much time terrorizing their own citizens as they did everyone else's. They were essentially Russian, Cold-War Gestapo.

The only problem that I'm facing is whether the magic surrounding the academy acts as a sort of jammer for the communication devices(i.e cell phones, e-mail,etc.) as for the location of the entrance...
Using the rise and setting of the sun, I'll be able to tell them what side of the mountain we're on and perhaps Goldradir may just...slip out for a night stroll...using a flashlight to find his way in the dark, not to flash it around for the government snipers to see him and mark the entrance of course... I mean safety first rightand the door...erm...yeah I'm stumped there.

I think Saulomon himself may act as a Jammer without even knowing it,s eeing as he's got strong electrical powers.
A jammer or EMP-human thing:P
I wonder how long it will take for Goldradir to get kicked out of theacademyboot camp.

Also, the Dragons don't get tired with their powers like humans, they just can't use it fully untill they get older.

Air: Air Dragons are neither common nor rare. They can cause big gusts of air from the moment they are born, and when they're full-grown, they can create hurricane-strength wind, or take away the air around them suffocating anyone near them. They are immune to other air attacks and great at dodging, but weak to pretty much any other attacks. They are the only Dragons with undersides that match their body color.
I would assume that concentrating the air underneath/around a rock, and then moving the air, would be well within her prevue of power and result in thrown rocks.
And if she doesn't get tired, great. I'll settle it down to her expansive growth, and concentrating on something new and fantastic for a few hours.

They can cause big gusts of air. As far as I'm aware, big gusts don't move boulders:P

A hurricane can last days, with winds consistently over 100kmh, ripping houses from their foundations and tossing around two ton trucks like bits of popcorn.
I'll say it again, I think a hatchling could toss around some large rocks for an hour or two.

They can creat Hurricane strength winds when they're full grown, not hurricanes themselves. Your Dragon can only do stong gusts when it''s a hatchling, which is what it is, and gusts can't lift rocks, even strong ones.
