Well, a slight overstatement. Some things can't be created by magic. They can be altered, summoned, multiplied, etc., but not created. Gamp's Laws of Elemental Transfiguration are mentioned in the books as providing the five "items" which can't be created from nothing, but only one example (food), is given.
There is speculation over what the other four items are, although we can probably agree that it would, at the least, have to include money, or else the entire Wizarding economy would collapse with rampant self production of money. We already know that Dark Magic often leaves marks, or scars, which can't be healed with magic, so that is probably another exemption. Clothes and housing would seem to be two other strong possibilities, otherwise why would the Weasleys live in a more ramshackle building and wear second hand clothes when they could just conjure up something new?
Of course the statement that nothing can be created from thin air would have been an overstatement on the part of Patrick, with him either misunderstanding, or misinterpretting, what he had heard before. (Really my brain was just fried a little from a long day and work and a long run, so I overstepped the bounds of magical law a little bit. That is actually a terrible shame for a HP nerd like myself...)

Besides, I don't know much about any of those states, so it would be stupid if I completely complain about them. But when there's like, say, the riots in Vancouver because the Canadian hockey team lost, and all these people go "Canada sucks. Stupid Canadians" as if the whole population was being stupid pisses me off. It was just a certain portion of the population, and a TON of people came and cleaned up after the riots. To me people who catagorize a whole state/nation/country/continent as stupid people are the stupid people themselfs.
